Ohio’s Cannabis Shake-Up: Senate Bill 56 Brings New Rules to the Green Party!
Buckle up, Ohioans, because your state’s recreational cannabis scene just got a wild makeover! According to WOUB, On Wednesday, February 26, 2025, the Ohio Senate passed a GOP-led proposal with a 21-9 vote, shaking up the state’s still-fresh cannabis program like a bartender mixing a cosmic cocktail. Senate Bill 56, brought to you by Sen. This bill’s got some serious rules to keep the party in check. Forget puffing in public—smoking marijuana is now a private-residence-only affair. Home growers, you’re getting a trim too: the limit’s down from 12 plants to just six, and no sharing your stash allowed (sorry, generous gardeners!). Dispensaries are also getting a potency cap—THC in plant products tops out at 35%, while concentrates and extracts max at 70%. The Ohio Department of Commerce might tweak those numbers later, so stay tuned!

Sen. Kristina Roegner (R-Hudson), chair of the Senate General Government, is all about protecting kids and families with this one. “This isn’t about stomping on voters’ wishes,” she said with a wink (okay, maybe not a wink, but it sounds fun!). “It’s about keeping the industry booming responsibly.” And booming it is—cannabis is Ohio’s hot new commodity!
Originally, senators wanted to crank up the excise tax and shuffle the revenue, but they’ve decided to save that drama for the budget talks. Delta-8 THC and similar goodies? No rules here yet. Democrats tried tossing in some record-sealing ideas from 2023, but those got left on the cutting room floor too.

Not everyone’s cheering, though. Sen. Bill DeMora (D-Columbus) thinks this bill’s a buzzkill for voters who green-lit the program in 2023. “We had a smooth, money-making market, and now they’re flipping the script!” he griped. No surprise—zero Dems backed SB 56 on the floor.
Who’s on Team Bill? The Ohio Prosecuting Attorneys Association, Chamber of Commerce, and Poison Control Centers gave it a thumbs-up. But dispensaries and growers? They’re not so stoked. Adrienne Robbins from the Ohio Cannabis Coalition says it’s better than the first draft, but they’d rather let the Division of Cannabis Control handle the fine print. “We’re still babies in this game—barely seven months into adult-use sales!” she laughed.

SB 56’s got more tricks up its sleeve: streamlined licenses for dispensaries, a statewide cap at 350 shops, and a “no felons allowed” rule for license holders.
